As part of first season for David Lynch and Mark Frost’s Twin Peaks, ABC Television published a series of individual publicity photos featuring various townspeople from the small Pacific Northwest town. One image featured Wendy Robie dressed as Nadine Hurley working on her strange invention – the completely silent drape runners. Similar to the Josie Packard publicity image, this image was taken on the Palmer house set.
TWIN PEAKS PUBLICITY – NADINE HURLEY WITH DRAPE RUNNER – 27247A-1-9
The ABC Television publicity photo of Wendy Robie as Nadine Hurley in Twin Peaks was taken by the late photographer Craig Sjodin. This image has a date of April 17, 1990 and a catalog number of 27247A-1-9. The caption reads:
Nadine Hurley (Wendy Robie) happily works on her own strange invention, with hopes of making a fortune, on “TWIN PEAKS,” the hour-long dramatic series airing THURSDAYS (9:00-10:00 p.m., ET), on the ABC Television Network.

The image is part of a series of photos featuring Robie sitting on the floor with her homemade silent drape runner.

She is dressed in the outfit seen in Twin Peaks episode 1.003 when Big Ed Hurley comforts Nadine as James Hurley returns home.

I’m assuming she is wearing the same dress to Laura Palmer’s funeral which is covered by a black leather jacket.

The carpet seen in the publicity photo is from the Palmer house set constructed in Van Nuys, California. It does not appear on the Hurley house set.

This particular image was used in newspapers like The News of Cumberland County on April 23, 1990.

It was also spotted in the Times Record from April 28, 1990.
